- A new tropical cyclone, named CO-MAY (Emong in the Philippines), formed over the eastern South China Sea, in north-western Philippines, in the morning (UTC) of 23 July and started moving south-west until 18 UTC, turning south-east and then back to southwest to northeast, in the night (UTC) of 24 July, strenghtening. On 24 July at 0.00, its centre was located offshore approximately 125 km west of the coast of Luzon island, with maximum sustained winds of 130 km/h (typhoon).
- CO-MAY is expected to intensify moving northeast on 24 July, making landfall over La Union, in Luzon, in the night between 24 and 25 July, and then weakening to tropical storm on 25 July.
- The Philippines has been affected by tropical cyclone activity in recent days, and the combined effect of Tropical Cyclone CO-MAY, WIPHA, FRANCISCO and the Southwest Monsoon caused 12 fatalities, eight missing people, and eight injured people. In addition, at least 245,479 people have been displaced, with 147,521 in 1,117 evacuation centres, and 2,733,649 affected people.
- Following the passage of Tropical Cyclone WIPHA, in Viet Nam, according to media, three people have died, and one is missing. In Laos, evacuations and road damage due to severe floods have been reported.
- Over the next 48 hours, very heavy rainfall and strong winds are expected across most of northern Philippines. Extreme flood warnings have been issued for the same area.
- Tropical Storm CO-MAY (named "Emong" in the Philippines) is located in the southern East China Sea after crossing northern Philippines on 25 July and the southern Ryukyu Islands (including Okinawa) from 25–27 July. On 28 July at 00:00 UTC, its centre was located over Okinawa Island, with maximum sustained winds of 65 km/h (tropical storm).
- According to the National Disaster Risk Reduction and Management Council (NDRRMC), the passage of CO-MAY and the previous cyclone WIPHA (combined with the Southwest Monsoon) caused 31 fatalities and seven missing persons following its passage over the Philippines. Over 6 million people have been affected, and over 200,000 are displaced.
- CO-MAY is expected to cross Okinawa, move northwest, and make landfall over the eastern coast of Zhejiang Province (eastern China) on 30 July as a tropical storm.
- For the next three days, moderate to very heavy rainfall and strong winds are forecast over northern Philippines, Taiwan, southern Ryukyu Islands, southern Japan, and eastern China.
- On 30 July, tropical cyclone CO-MAY made landfall in Zhejiang Province and Shanghai, eastern China, bringing heavy rain and strong winds that caused widespread flooding and damage.
- According to media reports, over 282,000 people were evacuated in the Shanghai area, and more than 1,900 temporary shelters were established across the municipality as CO-MAY passed through.
- Meanwhile, widespread flooding has impacted northern China, particularly Beijing and neighbouring Hebei Province. The floods have resulted in at least 60 fatalities and 31 people missing. Additionally, over 300,000 people have been affected by the rain and flooding in Beijing, with more than 24,000 homes and 242 bridges damaged.
- Over the next 48 hours, moderate to locally heavy rainfall and localised thunderstorms are expected across eastern China. Drier conditions are expected for Beijing and northern China.
- Following the passage of Tropical Cyclone WIPHA over the Luzon Strait (between northern Philippines and southern Taiwan) on 18 July and its landfall in northeastern Viet Nam on 22 July, the humanitarian impact is escalating.
- In the Philippines, authorities report seven fatalities, eight missing, and over 140,000 displaced people, with more than 1.4 million people affected across 17 regions. This impact is compounded by the combination of WIPHA with the Southwest Monsoon and a Low-Pressure Area. In Viet Nam, according to the International Federation of Red Cross and Red Crescent Societies (IFRC), four people have died, 11 others were injured, and 8,000 people affected.
- Meanwhile, Tropical Depression ELEVEN is approaching northwestern Luzon and is forecast to strengthen into a tropical storm, impacting the coasts of northwestern Luzon, as well as the Babuyan and Batanes islands, between 23 and 25 July.
- Over the next 48 hours, moderate to locally heavy rainfall and strong winds are expected across most of northern Philippines, northern Viet Nam, and much of Taiwan. Warnings for floods are in effect over western and north-western Philippines.
- Tropical cyclone CO-MAY (named "Emong" in the Philippines) made landfall over the area of San Fernando city (central Luzon region) on 24 July in the evening (UTC), with maximum sustained winds of 111 km/h (tropical storm). On 25 July at 0.00 UTC, its centre was located inland just north of the Sagada town area (Cordillera Administrative Region, northern Luzon), with maximum sustained winds of 83 km/h (tropical storm).
- In the Philippines, according to NDRRMC, the passage of CO-MAY and the previous cyclone WIPHA (combined with the Southwest Monsoon) caused 25 fatalities, eight missing persons, eight injured people, over 278,700 displaced people, and a total of nearly 3.9 million affected people.
- In Viet Nam, according to ADINet and IFRC, the passage of WIPHA resulted in four fatalities, 11 injured people, and more than 34,000 affected people.
- On the forecast track, CO-MAY is expected to continue moving northward over Luzon, the Babuyan island and the Batanes islands on 25 July, slightly weakening but remaining a tropical storm, with maximum sustained winds of 65 km/h.
- Over the next 72 hours, more heavy rainfall with locally very heavy rainfall is still forecast over the central and northern Philippines, Hainan island (southern China), central and northern Viet Nam, and most of Laos.
