Relief Center Signs Memorandum of Understanding with Sham Humanitarian Foundation to Strengthen Coordination and Capacity Building in the Syrian Context

November 27, 2025
The Relief Center announced the signing of a Memorandum of Understanding with Sham Humanitarian Foundation—an important step that reflects the Center’s growing engagement in supporting frontline actors operating in highly fragile contexts, particularly within Syria, one of the longest and most complex humanitarian crises of the past decade. The partnership aligns with the Center’s strategic focus on linking field-based knowledge with analytical tools to improve the quality, relevance, and impact of humanitarian interventions.

Sham Humanitarian Foundation, established in the early years of the Syrian crisis, has emerged as one of the leading national organizations operating in northern Syria and southern Türkiye. The organization delivers a wide range of life-saving and early recovery services, including primary healthcare, education, protection, food security, WASH, and psychosocial support, within areas facing acute access challenges, infrastructure damage, and persistent security risks.
Through this partnership, the two institutions aim to deepen technical and operational collaboration, expand joint programming, and strengthen field-level coordination to improve the effectiveness of the humanitarian response. This includes developing updated assessment tools, harmonizing approaches to rapid response planning, and enhancing information-sharing systems between operational teams.
The collaboration will also prioritize capacity strengthening for Syrian local civil society organizations, supporting them in developing stronger governance systems, more resilient operational structures, and improved service delivery frameworks. By integrating knowledge-based tools with frontline field expertise, the partnership is expected to contribute to more targeted and impactful humanitarian interventions across various sectors.

The Relief Center underscores that this partnership forms an essential part of its broader strategy to build a regional and international network of humanitarian partners grounded in knowledge, context, and locally driven solutions. It reflects the Center’s commitment to supporting communities affected by protracted crises and fostering sustainable pathways toward resilience...
