Escalation of Military Operations in Southern Lebanon Triggers New Wave of Civilian Displacement

Event Description

Lebanon has witnessed a notable military escalation in recent days following renewed confrontations between Israel and Hezbollah. The Israeli military carried out a series of airstrikes and military operations targeting areas in southern Lebanon, the Bekaa Valley, and the southern suburbs of Beirut. 

International reports indicate that the Israeli army issued evacuation orders covering more than fifty villages in southern Lebanon, urging residents to leave areas near the border. This led to large-scale civilian displacement, as thousands of families left their homes seeking safer locations within the country, amid traffic congestion and widespread anxiety among residents. 

The escalation comes within the broader context of ongoing tensions along the Lebanon–Israel border since the outbreak of the Gaza war in October 2023. The region has since witnessed repeated exchanges of military strikes and aerial attacks, contributing to the deterioration of the security and humanitarian situation in several parts of southern Lebanon. 

Humanitarian Conditions

Humanitarian estimates indicate that more than 83,000 people have been internally displaced in Lebanon as a result of the recent escalation, airstrikes, and evacuation orders. United Nations reports also suggest that around 58,000 people were displaced during the first days of the escalation, with many fleeing to safer areas in the Bekaa Valley and central parts of the country. At the same time, at least 30,000 displaced people have been registered in collective shelters across Lebanon, while thousands of others have sought refuge with relatives or in temporary accommodation. 

Many displaced families face increasing challenges in accessing shelter, food, and healthcare services, particularly amid Lebanon’s prolonged economic crisis, which has significantly weakened the capacity of national institutions to respond to growing humanitarian needs. 

Security Situation

The security situation in southern Lebanon remains highly fragile due to ongoing airstrikes and cross-border hostilities. Humanitarian reports indicate that the latest escalation has resulted in at least 72 fatalities and more than 400 injuries in Lebanon over recent days. Military operations have also expanded tensions across several border areas, raising concerns about further escalation should hostilities continue or widen in scope. 

Organizations' Response

United Nations agencies and international humanitarian organizations have begun expanding their emergency response in Lebanon to support newly displaced populations. This includes providing temporary shelter, food assistance, water supply, and essential healthcare services. Humanitarian organizations are also supporting collective shelters and delivering emergency assistance to families forced to flee their homes. At the same time, rapid assessments are being conducted in affected areas to identify priority needs and scale up humanitarian response if displacement continues.

  • Strengthen coordination between humanitarian organizations and local authorities to ensure an effective response to increasing needs. 

  • Expand the capacity of temporary shelters in areas receiving displaced populations. 

  • Support emergency healthcare services in displacement-affected areas. 

  • Provide urgent food and cash assistance to affected families.
