Event Description

  • Weeks of continuous heavy rainfall have triggered catastrophic flooding in southern Mozambique, causing river levels to rise and flood vast areas of land. This has led to the destruction of homes, damage to critical infrastructure, and the loss of livelihoods. 
  • The floods are among the most severe in the region in recent years, with widespread impacts on communities, road networks, and public services. 
  • Authorities reported thousands of homes destroyed and hundreds of thousands of people affected or displaced as a result of rising water levels and prolonged flooding.

Humanitarian Conditions

  • The floods have affected between 600,000 and 800,000 people across various parts of southern Mozambique, causing mass displacement as families were forced to flee their homes due to persistent rainfall and rising rivers. 
  • Many homes and essential infrastructure (roads, bridges, and water facilities) have been severely damaged, hindering humanitarian access and the delivery of basic services.
  •  Some sources have also reported heightened risks of waterborne disease outbreaks and shortages of essential resources due to prolonged flooding.

Security Situation

The security situation in flood-affected areas is not linked to armed conflict; however, there are significant challenges in ensuring access to basic services due to damaged and flooded roads. This has delayed the arrival of relief teams and further complicated efforts to control the spread of disease.

Organizations' Response

  • The Mozambique Red Cross, with support from the International Federation of Red Cross and Red Crescent Societies (IFRC), is evacuating at-risk communities and providing emergency assistance and essential supplies to affected populations.
  • Health, water, sanitation, and hygiene (WASH) services are being delivered to affected communities.
  • Early recovery support is being scaled up in impacted areas.

Recommendations

Immediate:
  • Expand evacuation operations and ensure safe temporary shelters for affected populations.
  • Strengthen the provision of safe drinking water and health, water, sanitation and hygiene (WASH) services to reduce disease risks.
  • Provide urgent support to field teams with essential relief items (food and non-food items).
Short-term:
  • Expand aid distribution points in affected areas and improve humanitarian access despite flooded roads.
  • Strengthen the operational capacity of the Mozambique Red Cross to increase coverage and reach the most vulnerable groups.
Long-term:
  • Invest in flood risk reduction measures and strengthen disaster-resilient infrastructure.
  • Support early recovery programmes and livelihood restoration for affected communities.
