Event Description

A spokesperson for the U.S. Department of State announced that Washington and the International Quartet (United States, Saudi Arabia, Egypt, and the UAE) have developed a set of comprehensive principles aimed at ending the war in Sudan, a conflict that has persisted since April 2023, primarily between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) militia.

According to the spokesman, these principles were formulated in close consultation with all parties involved, including senior Sudanese leaders, with the intention of moving the country toward a lasting peace and political transition.

Humanitarian Conditions

The conflict has produced one of the worst humanitarian crises in the world, with millions of people displaced, widespread shortages of food and medical care, and populations at risk of famine and disease. Although not detailed in this specific report, broader UN and aid agency reporting emphasizes severe shortages of basic services and life-saving assistance across large parts of Sudan.

Security Situation

The Sudanese government has publicly stated that any proposal to end the war must respect national sovereignty, security, and territorial integrity, and has expressed caution about accepting externally-proposed solutions.

Meanwhile, fighting and instability persist across multiple fronts in Sudan, including active hostilities involving rival factions that impede civilian protection and humanitarian access. (ongoing conflict background)

Organizations' Response

The Washington statement suggests strong engagement with the Quartet partners and continued coordination among regional and international stakeholders to promote a negotiated settlement and support humanitarian pauses. It underscores the role of diplomatic channels rather than military intervention as the primary means to de-escalate hostilities.

Recommendations

  • Encourage all warring parties to agree immediately to a humanitarian ceasefire and uphold it in good faith.

  • Secure international support for a sustained peace process that prioritizes civilian protection.

  • Expand humanitarian access and monitor compliance with international humanitarian law.

  • Continue diplomatic engagement, including Quartet principles, aimed at a credible political transition.
